Job Summary
The Industrial Security Manager (ISM) is a multi-faceted security position responsible for all aspects of Security overseeing Personnel Security Team as the functional Personnel Security Manager. In this role, you will be responsible for providing oversight, management, and implementation of personnel security requirements utilizing the 32 CFR Part 117 NISPOM rule, DoDM 5205.07 series, SEAD 3 and other policies as directed. Additionally, the ISM will be responsible for managing and developing a growing group of Industrial Security professionals supporting classified programs.

Responsibilities

  • Manage Personnel Security Team ensuring compliance for PERSEC requirements for collateral, SCI, and SAP policies and procedures for MSS personnel, subcontractors, and business vendors
  • Oversee successful support of staff assisted visits, security reviews and inspections as well as conducting initial, recurring and refresher security education training
  • Manage the assessment of the character and conduct of applicants, review, evaluate, and prioritize requests for investigation, security questionnaires, and record checks to determine whether to submit subjects to federal clients in accordance with suitability and National Industrial Security Program guidelines
  • Oversee the duties and responsibilities included in acting as a liaison between the subject, Security POC, Program Manager, and Operations Manager throughout the clearance process, as well as interfacing with the respective customers
  • The ISM will contribute to the preparation of management reports and maintain the personnel clearance database(s). The selected candidate must be comfortable working in a SCIF and in a dynamic environment
  • Apply incident management, problem solving, and task performance. Produce finished documentation, e.g., reports, special studies, policy and procedure development, security designs, training programs and assessments
     

Minimum Qualifications

  • This position requires an active U.S. Top Secret Security Clearance with SCI Eligibility (U.S. Citizenship Required. A U.S. Security Clearance that has been active in the past 24 months is considered active. Candidates who do not currently hold this level of security clearance may not be considered.   • 5-7 years of Personnel Security/Industrial Security experience
  • 1-2 years managing and developing high performing teams supporting Industrial Security management
  • Must have experience with interpreting government guidelines/requirements, organizational policy and convey it to team members
  • Must have experience with DISS, NBIS, JADE and various databases for Personnel Security management
  • Must be proficient in Security Records Management requirements, processes, tools and/or software

Preferred Qualifications

  • Current active full-scope or CI polygraph
  • Demonstrable success in developing scalable process improvements to support evolving business needs
  • Excellent verbal, written, and interpersonal skills; ability to build strong rapport and trusted partnerships with cross functional stakeholders
  • Subject matter expertise and hands-on experience in one or more security disciplines and experience implementing complex government security policies
  • Be able to relate to a diversified customer base and be knowledgeable of DoD operations

Summary Pay-Range

  • Level K: $111,350 - $163,750
